I write this as someone who watches policy shifts for what they reveal about longer trends: Canada has announced a targeted immigration package to ease the transition from temporary status to permanent residence for international doctors. Major outlets reported the move, including The Times of India, which summarized the core elements of the plan and its timing Canada unveils new 'Express Entry' category for doctors.

What is Express Entry?

Express Entry is Canada’s fast, points-based system for selecting skilled workers for permanent residence. It manages candidates for programs such as the Federal Skilled Worker Program, the Canadian Experience Class and a portion of the Provincial Nominee Program. Candidates create profiles, are ranked by a Comprehensive Ranking System (CRS), and receive Invitations to Apply (ITAs) in periodic draws. The new announcement creates a physician-focused pathway inside that broader framework.

What the new doctors category includes

At a glance, the federal package announced in December 2025 combines three linked measures:

  • A dedicated Express Entry category for physicians with recent Canadian work experience (expected draws to begin in early 2026).

  • At least 12 months of full-time (or equivalent part-time) Canadian work experience in a single eligible physician occupation, earned within the last three years.
  • The eligible occupations include family physicians/general practitioners, surgical specialists, and specialists in clinical and laboratory medicine (mapped to specific occupational codes).
  • General Express Entry admissibility requirements (language, education assessments, security/medical admissibility) still apply.

Practical steps candidates will need to take include assembling employer letters and pay records to prove continuous Canadian clinical work, confirming NOC alignment for their role, and progressing provincial licensing and “practice-ready” requirements.

Expected impact on healthcare and immigration

I see the policy as a targeted attempt to improve retention of doctors who are already contributing to Canadian care delivery while giving provinces additional capacity to recruit licensed physicians for underserved regions. Likely effects include:

  • Faster retention of physicians already working in Canada — reducing attrition to other countries or sectors.
  • Improved ability for provinces to fill shortages in rural and remote areas through provincially supported nominations.
  • Potentially lower CRS cut-offs for physicians because they will, in effect, compete in a narrower pool.
