I am delighted to learn that the Centre will launch Aarogya Setu 2.0 on June 29, 2026, as a Personal Health Record application to expand access to healthcare services across India (Hindu Business Line, June 28, 2026).

This is a historic moment. For 11 years, I have been advocating for exactly this: a unified digital platform that captures the lifetime history of each person's illnesses, medications prescribed, medications taken, and health outcomes — all in one secure, accessible digital vault.

Aarogya Setu 2.0 is the culmination of that vision. Let me show you how.


The Vision: "Digital Delivery of Drugs" (2015–2026)

In October 2015, I proposed a comprehensive framework called "Digital Delivery of Drugs" (DISPENSER) — a mobile app that would integrate doctors, patients, pharmacists, and the health system into a single digital ecosystem. I published this vision in 3D - Digital Delivery of Drugs? (Jan 2016).

The Core Idea:

"Govt to upload a Mobile App (DISPENSER) on Health Ministry web site. All doctors must download it after proper registration / authentication. Doctors to enter Patient Data in App / then enter prescribed Drug Details. Doctor will SMS app data entered, to concerned patient's mobile. Patient will SMS entered app data to mobile of Chemist of his choice. Chemist will deliver the medicine to the patient with Bill Details in App. Every action / transaction on App will get automatically emailed to web Servers of Health Ministry, All India Medical Association, All India Organization of Chemists and Druggists (AIOCD), Drug Controller General of India."

This was radical in 2015. Today, in 2026, Aarogya Setu 2.0 is making it real.


How Aarogya Setu 2.0 Fulfills the "Digital Delivery of Drugs" Vision

1. Lifetime Health Records — "Cradle to Grave"

In Ayushman Bharat Digital Mission: As Envisaged (Sept 2021), I wrote:

"Each eligible family member to be issued an 'Ayushman Card' (linked to Aadhar ID). Ayushman card will have inbuilt memory capacity to store that person's health data from 'Cradle to Grave' (Privacy advocate need not worry!). All the Health Data of all 50 crore beneficiaries to be stored on a Central Server for BIG DATA analysis, in order to 'Predict' WHO might become susceptible to WHICH ailment and WHEN."

Aarogya Setu 2.0 delivers this promise — a Personal Health Record that consolidates:

  • Doctor prescriptions
  • Lab reports
  • Hospital records
  • Medications administered
  • Diagnostic tests
  • Vaccination history
  • Complete lifetime medical journey

All accessible via a single, consent-based app.

2. Full Medication History — From Prescription to Outcome

In Mobile App for Healthcare (June 2016), I advocated:

"Imagine applying BIG DATA ANALYTICS to every single purchase of every strip / bottle / vial of medicine (totaling maybe a 100 million every day). This fairly straightforward use of a simple Mobile App is capable of delivering unprecedented level of 'Customized Healthcare' to millions of our citizens."

With Aarogya Setu 2.0, this becomes operational:

  • Every prescription is digitally recorded
  • Every medication dispensed is tracked
  • Patient outcomes can be measured against medication history
  • AI can predict which medicines work best for each patient
  • Big Data analysis can identify adverse effects, drug interactions, and optimal treatments

3. Privacy + Access = The Gold Standard

In ABDM Arrives (May 2023), I emphasized:

"The most important part of ABDM is that no healthcare information moves without your consent. So privacy is guaranteed. Control is with the patient."

Aarogya Setu 2.0 embodies this principle: No doctor / health centre / hospital can access your individual personal data without your express permission. All they can access is 'anonymized / aggregated' data for research and analytics.


The Impact: Why This Matters

For Individual Patients:

  1. No More Fragmented Medical Records — All your health history in one place, accessible from any hospital or clinic
  2. Better Diagnosis — Doctors can see your lifetime medical history and prescribe accordingly
  3. Preventive Healthcare — AI can flag risks before disease manifests (e.g., "You're at risk for diabetes; start preventive measures now")
  4. Medication Safety — Automatic checks for drug interactions, allergies, contraindications

For Doctors:

  1. Complete Patient Context — No guesswork; full history of what medications worked / failed

For The Nation:

  1. Big Data Analysis — Identify health trends, epidemic patterns, drug efficacy in real-time
  2. Research & Innovation — Anonymized data enables pharmaceutical companies, researchers to improve treatments
  3. Policy Insights — Health Ministry can predict disease susceptibility by region, age, income, and design prevention programs
  4. Cost Optimization — Reduce duplicate tests, unnecessary procedures, medication wastage

The Larger Vision: Integration with Digital Delivery of Drugs

In Dispenser: A Step Closer? (Nov 2023), I urged:

"I strongly urge Shri Mansukh Mandaviyaji (Central Health Minister), to consider launching mobile app 'DISPENSER' at the earliest, which can bind together, ALL the stakeholder data (Patients – Doctors – Drugs – Chemists) in a single string."

Shri Nadda's Aarogya Setu 2.0 is that DISPENSER. By integrating:

  • Patient health records (via ABHA — Ayushman Bharat Health Account)
  • Prescription digital delivery
  • Pharmacy / chemist data
  • Drug administration tracking
  • Outcome measurement

Aarogya Setu 2.0 creates a closed-loop healthcare system where every medication's journey is tracked, every patient benefit/side effect is recorded, and every doctor learns from every prescribing decision across the nation.


The Next Steps: Recommendations to Maximize Aarogya Setu 2.0

I urge your office to ensure the following in the rollout:

1. Universal Enrollment

Make ABHA + Aarogya Setu 2.0 mandatory for all:

  • Government health schemes (Ayushman Bharat)
  • Private hospitals and clinics
  • Pharmacies and e-pharmacies
  • Diagnostic centers

Target: 1.4 billion Indians with complete lifetime health records within 3 years

2. Medication Tracking as Core

Ensure every medicine dispensed is recorded in Aarogya Setu 2.0:

  • Doctor enters prescription digitally (no more handwriting)
  • Patient receives digital copy on phone
  • Pharmacist scans and confirms dispensing
  • Health Ministry updates patient's lifetime history
  • AI flags drug interactions, contraindications, duplicate prescriptions

3. Outcome Analysis

Implement feedback loops:

  • 3-6 months post-medication: Patient's health outcome recorded
  • "Did this medicine work for you?" simple survey
  • Data fed to Big Data analytics
  • Recommendations refined for next patient with similar symptoms

4. Preventive Medicine via AI

Using the lifetime health vault:

  • AI identifies patterns: "Patients like you typically develop diabetes by age 45; here's your prevention plan"
  • Early intervention: Statins before heart attack, not after
  • Personalized medicine: Dosages optimized based on genetics, previous outcomes

5. Data Monetization for Good

In Health Data Vault (July 2019), I proposed:

"Imagine all the Medical Devices (including ECG / EEG / PET Scan, located in private clinics / health centers / hospitals / nursing homes / Path labs / Diagnostic centers etc), transmitting to a Central Server..."

Use anonymized data from Aarogya Setu 2.0 to:

  • Fund pharmaceutical research
  • Support rare disease identification
  • Enable health tech startups to build better apps
  • Generate revenue for health system sustainability
