TET Going Fully Online

 Subject:

Congratulations on TET Going Fully Online – A Momentum Builder for India's Teaching Excellence

================================================

Dear Shri Dadaji Bhuse,

dada.bhuse@yahoo.co.in

I write to congratulate you on the Maharashtra government's bold and forward-thinking decision to transition TET (Teacher Eligibility Test) to a fully online format from next year (2027). This is a transformative step that will not only modernize the examination framework but also align Maharashtra with global best practices in secure, scalable, and transparent assessment.

The Online Platform Is Robust – Now Build the Copyproof Layer

Your decision echoes the same commitment to examination integrity that you and Chief Minister Shri Devendra Fadnavis demonstrated through the SSC-HSC drone surveillance and facial recognition initiatives. However, to fully realize the potential of online TET, I urge you to go one crucial step further: implement UNIQUE Multiple Choice Question (MCQ) papers for each and every candidate.

Why Unique Papers Eliminate Copying Entirely

When every examinee receives an entirely different set of MCQ questions—all of identical difficulty, thanks to AI-enabled calibration—copying becomes physically impossible. A candidate sitting next to another cannot benefit by looking at their neighbor's screen, nor can answers be compared or shared. This approach has been proven at scale:

  • Microsoft uses this method for MCSE certification exams globally
  • My platform, www.My-Teacher.in, can generate over 294 quintillion unique test papers from a robust question bank—mathematically ensuring absolute diversity while maintaining fairness
  • The Radhakrishnan Committee, appointed by the Central Government for NTA competitive exams, has recommended precisely this hybrid approach to prevent paper leakage

Implementation Framework for Secure TET Delivery

To maximize security and transparency, I recommend this workflow:

  1. Biometric Entry & Seating – All candidates undergo double biometric face recognition at the exam center entrance and again as they are seated in the exam hall

  2. Locked Hall Protocol – Once all candidates are seated and exam hall doors are locked, no entry or exit is permitted

  3. Timed Paper Display – Only after doors are secured and biometric validation is complete, the unique MCQ paper is displayed on each candidate's computer screen (not before)

  4. One Question At A Time – To prevent any possibility of copying, display one question per screen at a time. The next question appears only after the candidate clicks "NEXT"

  5. Automatic Submission – At the end of the allotted time, the system automatically submits responses and generates an instant score, eliminating manual handling of answer sheets

Why This Matters for Maharashtra's Teaching Profession

TET is the gateway to the teaching profession. Teachers shape a generation. By ensuring that TET is absolutely malpractice-free and that every candidate is tested fairly with papers of identical difficulty, Maharashtra sends a powerful signal: merit, not connections, determines entry into the classroom. This restores public confidence in our education system.

Immediate Next Steps

I have already implemented this technology successfully. I would welcome the opportunity to:

  • Demonstrate a live, functional TET exam on my platform (free, no registration required)
  • Provide a technical brief to your exam committee on the security architecture
  • Share case studies of how other states could adopt this model

The hybrid model—online delivery with unique paper generation—is not a future prospect. It is here, tested, and ready. Maharashtra can be the first state to implement this at scale for TET.

In Closing

You have already shown courage in deploying drones and facial recognition for SSC-HSC. This next step—unique papers for TET—is the logical continuation. Together, we can make Maharashtra's teaching examination system the most secure, transparent, and fair in India.

I await your thoughts and remain available to support this implementation in any way.

With highest regards and admiration,

Hemen Parekh
