Two weeks ago, I wrote to you proposing a Track Intrusion Detection System
(TIDS) — a repurposing of Mumbai Metro's newly deployed AI Pantograph
Monitoring infrastructure to detect and warn track trespassers in real time,
including a "Mobile Scream" Cell Broadcast Alert in the trespasser's own language.

I write again today — because something happened last week that directly
validates the core physics of that proposal.

PART A — WHAT I SUGGESTED IN 2016 (AND THE PARADOX I ADMITTED)

In 2016, I wrote to the Ministry of Railways proposing a Controlled
Electromagnetic Pulse (EMP) delivered through the rails — powerful enough to
disable the mobile phone of a track trespasser, yet harmless to the human body. I
called it a "Digital Death" — the loss of a smartphone being, for today's
generation, as shocking a deterrent as any physical consequence, yet entirely
non-lethal.

I honestly acknowledged the engineering paradox at the time: a "low-voltage
EMP" is a contradiction in terms. EMP by its nature is indiscriminate and high-
energy — it cannot easily be made selective. I challenged Indian scientists to
resolve this paradox. There were no takers.

PART B — WHAT THALES OF THE UK JUST DEMONSTRATED (8 JUNE 2026)

On 8th June 2026, defence technology company Thales announced that its AI-
assisted RapidDestroyer system — a Radio Frequency Directed Energy Weapon
(RFDEW) — had successfully neutralised 80 drones in UK trials at Pershore,
Gloucestershire, with zero ammunition expenditure.

The mechanism — and this is the critical point — is not kinetic. It is not explosive.
It does not destroy with force.
It uses focused, high-intensity radio waves to interfere with the electronics inside
its targets, rendering them instantly inoperable.
The weapon's newly upgraded four-panel effector focuses this RF energy precisely
on the target — from a distance — with near-immediate effect and without
collateral damage to bystanders.
An AI-assisted command-and-control system identifies, tracks, and engages each
threat. Humans remain in oversight.
Minister-ji,
I invite you to read that sentence again :
"Focused radio waves. Targeted electronics disruption.
Zero kinetic force. Zero collateral harm. AI-guided."
That is, in civilian-safety language, precisely what I proposed in 2016 for railway
trespassers — and precisely what the world said was a paradox at the time.
The paradox has now been resolved — by one of the world's leading defence
electronics companies, in a live military trial.

PART C — THE BRIDGE: FROM MILITARY DRONES TO RAILWAY TRESPASSERS

The RapidDestroyer is designed to defeat drone swarms at military scale — high
power, long range, hardened for battlefield conditions. What I am proposing is a
civilian-scale cousin: a fixed wayside RF emitter at known trespassing hotspots
along railway tracks, tuned to:
(a) Operate at a fraction of RapidDestroyer's power output
(b) Target only the narrow track-corridor zone (3-5 metres)
(c) Activate ONLY upon TIDS sensor detection of a human intruder
(d) Produce sufficient RF interference to disrupt the mobile phone in
that person's hand or pocket — triggering the "Mobile Scream" alert
even if they have ignored all other warnings
This is NOT a weapon.
It does not harm the human body.
It uses the same physical principle as the Thales system -
— focused RF interference — but scaled down to the task of compelling a
momentary pause, a phone vibration, a sudden
audio alert in the person's mother tongue:
"रुको! घर पर तुम्हारे बच्चे इंतज़ार कर रहे हैं।"
"थांबा! घरी तुमची मुले तुमची वाट पाहत आहेत."
"STOP. Your children are waiting. A train is approaching."

PART D — WHAT I RESPECTFULLY REQUEST NOW

The Thales announcement changes the conversation from "is this theoretically
possible ?"...... to.......... "how quickly can we adapt it?"
I request:
(a) That the Ministry of Railways direct RDSO and C-DOT to formally study the
feasibility of a civilian-grade RF Track Intrusion Emitter — a low-power, zone-
limited, AI-triggered RF module — as the active deterrent layer within the TIDS
framework.
(b) That MeitY initiate a conversation with Thales India (or equivalent Indian
defence electronics firms such as BEL or DRDO's ISSA) to explore technology
transfer or indigenous development of a railway-specific RFDEW module at
civilian safety parameters.
(c) That this study be positioned not as a weapons programme, but as a public
safety infrastructure investment — a "Digital Nudge" in the track zone — and
placed under the joint authority of the Ministry of Railways, MeitY, and the
Ministry of Home Affairs (Railway Protection Force).
India loses more than 15,000 lives to railway trespassing every year.
That is forty deaths every single day.
We have tolerated this for decades because the problem seemed unsolvable
without physically fencing 68,000 km of track.
It is no longer unsolvable.
The technology that destroys 80 drones in a field in Gloucestershire can — with
thoughtful, humane adaptation — save forty Indian lives every day on our tracks.
I have no commercial interest in this proposal. I am a citizen in my 93rd year,
writing to you because I believe this idea's time has finally come.
