Vaishnawji : You can Save 40 LIVES everyday !

TIDS Update:

UK's Thales RF Weapon vindicates a 9-year-old Indian citizen suggestion —

-  and opens a new door for Railway safety

===================================================

Respected Shri Ashwini Vaishnawji,

Minister of Railways & Minister of Electronics and Information Technology

Government of India

Namaskar,

Two weeks ago, I wrote to you proposing a Track Intrusion Detection System

(TIDS) — a repurposing of Mumbai Metro's newly deployed AI Pantograph

Monitoring infrastructure to detect and warn track trespassers in real time,

including a "Mobile Scream" Cell Broadcast Alert in the trespasser's own language.

That full letter is here (with illustration) :

https://myblogepage.blogspot.com/2026/05/track-intrusion-detection-system-tids.html

I write again today — because something happened last week that directly

validates the core physics of that proposal.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART A — WHAT I SUGGESTED IN 2016 (AND THE PARADOX I ADMITTED)

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

In 2016, I wrote to the Ministry of Railways proposing a Controlled

Electromagnetic Pulse (EMP) delivered through the rails — powerful enough to

disable the mobile phone of a track trespasser, yet harmless to the human body. I

called it a "Digital Death" — the loss of a smartphone being, for today's

generation, as shocking a deterrent as any physical consequence, yet entirely

non-lethal.

Original 2016 suggestion:

https://myblogepage.blogspot.com/search?q=EMP+Electo+Magnetic+Pulse

I honestly acknowledged the engineering paradox at the time: a "low-voltage

EMP" is a contradiction in terms. EMP by its nature is indiscriminate and high-

energy — it cannot easily be made selective. I challenged Indian scientists to

resolve this paradox. There were no takers.

Until now.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART B — WHAT THALES OF THE UK JUST DEMONSTRATED (8 JUNE 2026)

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

On 8th June 2026, defence technology company Thales announced that its AI-

assisted RapidDestroyer system — a Radio Frequency Directed Energy Weapon

(RFDEW) — had successfully neutralised 80 drones in UK trials at Pershore,

 Gloucestershire, with zero ammunition expenditure.

Full report here:

https://interestingengineering.com/military/new-energy-weapon-takes-down-80-drones

The mechanism — and this is the critical point — is not kinetic. It is not explosive.

It does not destroy with force.

It uses focused, high-intensity radio waves to interfere with the electronics inside

its targets, rendering them instantly inoperable.

The weapon's newly upgraded four-panel effector focuses this RF energy precisely

on the target — from a distance — with near-immediate effect and without

collateral damage to bystanders.

An AI-assisted command-and-control system identifies, tracks, and engages each

threat. Humans remain in oversight.

Minister-ji,

I invite you to read that sentence again :

"Focused radio waves. Targeted electronics disruption.

Zero kinetic force. Zero collateral harm. AI-guided."

That is, in civilian-safety language, precisely what I proposed in 2016 for railway

trespassers — and precisely what the world said was a paradox at the time.

The paradox has now been resolved — by one of the world's leading defence

electronics companies, in a live military trial.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART C — THE BRIDGE: FROM MILITARY DRONES TO RAILWAY TRESPASSERS

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

The RapidDestroyer is designed to defeat drone swarms at military scale — high

power, long range, hardened for battlefield conditions. What I am proposing is a

civilian-scale cousin: a fixed wayside RF emitter at known trespassing hotspots

along railway tracks, tuned to:

  (a) Operate at a fraction of RapidDestroyer's power output

  (b) Target only the narrow track-corridor zone (3-5 metres)

  (c) Activate ONLY upon TIDS sensor detection of a human intruder

  (d) Produce sufficient RF interference to disrupt the mobile phone in

that person's hand or pocket — triggering the "Mobile Scream" alert

even if they have ignored all other warnings

This is NOT a weapon.

It does not harm the human body.

It uses the same physical principle as the Thales system -

 — focused RF interference — but scaled down to the task of compelling a

momentary pause, a phone vibration, a sudden

audio alert in the person's mother tongue:

   "रुको! घर पर तुम्हारे बच्चे इंतज़ार कर रहे हैं।"

   "थांबा! घरी तुमची मुले तुमची वाट पाहत आहेत."

"STOP. Your children are waiting. A train is approaching."

The full TIDS architecture — including the four-tier response cascade (Siren →

Mobile Scream → Loco Pilot signal → RPF alert) — is detailed in my earlier letter:

https://myblogepage.blogspot.com/2026/05/track-intrusion-detection-system-tids.html

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART D — WHAT I RESPECTFULLY REQUEST NOW

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

The Thales announcement changes the conversation from "is this theoretically

possible ?"...... to.......... "how quickly can we adapt it?"

I request:

(a) That the Ministry of Railways direct RDSO and C-DOT to formally study the

    feasibility of a civilian-grade RF Track Intrusion Emitter — a low-power, zone-

limited, AI-triggered RF module — as the active deterrent layer within the TIDS

    framework.

(b) That MeitY initiate a conversation with Thales India (or equivalent Indian

defence electronics firms such as BEL or DRDO's ISSA) to explore technology

transfer or indigenous development of a railway-specific RFDEW module at

     civilian safety parameters.

(c) That this study be positioned not as a weapons programme, but as a public

safety infrastructure investment — a "Digital Nudge" in the track zone — and

placed under the joint authority of the Ministry of Railways, MeitY, and the

Ministry of Home Affairs (Railway Protection Force).

India loses more than 15,000 lives to railway trespassing every year.

That is forty deaths every single day.

We have tolerated this for decades because the problem seemed unsolvable

without physically fencing 68,000 km of track.

It is no longer unsolvable.

The technology that destroys 80 drones in a field in Gloucestershire can — with

thoughtful, humane adaptation — save forty Indian lives every day on our tracks.

I have no commercial interest in this proposal. I am a citizen in my 93rd year,

writing to you because I believe this idea's time has finally come.

With deep respect and renewed hope,

Hemen Parekh

TRACK INTRUSION DETECTION SYSTEM (TIDS)

 ====================================================================

Respected Shri Ashwini Vaishnawji,

Minister of Railways & Minister of Electronics and Information Technology

Government of India

Sub: Repurposing Mumbai Metro's newly deployed AI Pantograph Monitoring Infrastructure to build a National Track Intrusion Detection System (TIDS) — augmented by a personalised, multilingual Mobile Scream Alert

Namaskar,

I write to you as a long-time citizen-technologist who has been advocating technology-driven solutions to India's railway safety challenges.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART A — MY ORIGINAL SUGGESTION (2016)

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

Nearly nine years ago, I wrote to the Ministry of Railways suggesting a novel — if admittedly provocative — deterrent against reckless track-crossing: a Controlled Electromagnetic Pulse (EMP) pulsing through the rails at low voltage, strong enough to disable the mobile phone of a trespasser but harmless to the human body or to passengers aboard the train (due to the 'skin effect' of the metal coach shell).

The full text of that suggestion is available here:

https://myblogepage.blogspot.com/search?q=EMP+Electo+Magnetic+Pulse

And in my LinkedIn article "Indian Railways: A Trillion Dollar Opportunity":

https://www.linkedin.com/pulse/indian-railways-trillion-dollar-opportunity-hemen-parekh

I called it a "Digital Death" for the trespasser — the loss of a smartphone being, for today's generation, almost as shocking a deterrent as a physical consequence, yet entirely non-lethal.

I readily acknowledged the engineering paradox: a "low-voltage EMP" is, in strict physics, a contradiction in terms — and challenged India's scientific community to resolve it. Evidently, no taker was found, and the idea remained on paper while trespassing deaths continue to mount year after year.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART B — THE NEW OPPORTUNITY: WHAT MUMBAI METRO JUST DEPLOYED

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

Three days ago, MMRDA announced India's first Automated Pantograph Condition Monitoring System (APCMS) across the Mumbai Metro network — a wayside AI system using high-speed laser scanners, precision 3D imaging, and machine learning to inspect every passing train's pantograph in real time, reducing inspection time by 95%.

This is an extraordinary technological achievement. But as I read the announcement, a question immediately presented itself:

"If this same sensor stack can see a hairline crack on a carbon strip

moving at 80 km/h — why can't it see a human being standing on the track?"

The answer is: it can. With a straightforward repurposing.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART C — THE NEW SUGGESTION: TRACK INTRUSION DETECTION SYSTEM (TIDS)

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

I respectfully propose that the Ministry of Railways, in coordination with MeitY, direct MMRDA and Indian Railways' RDSO to evaluate the following extension of the APCMS platform:

1. REORIENT A SUBSET OF SENSORS TOWARD THE TRACK BED

The APCMS laser scanners and imaging systems currently face upward/outward to capture pantograph geometry. Additional wayside sensor units — using the identical hardware and AI inference stack — can be mounted to scan the track corridor (typically a 3–5 metre envelope). Any human-shaped object breaking the geometric boundary triggers an immediate cascade of alerts.

2. TRAIN THE AI ON HUMAN SILHOUETTES

The ML models already running on the APCMS platform can be fine-tuned with a classification layer: distinguish between "train passing," "debris," "animal," and "human trespasser." This is standard computer vision work. Similar systems protect airport runways worldwide (Runway Incursion Detection) and industrial rail yards.

3. FOUR-TIER REAL-TIME RESPONSE — IN MILLISECONDS

Upon detecting a human intruder in the track envelope:

   — Tier 1: High-decibel directional siren at the intrusion point

(startles the person, draws bystander attention)

   — Tier 2: THE MOBILE SCREAM 📱

This is the most powerful — and most humane — deterrent of all.

The TIDS system, upon detecting an intruder, instantly triggers a

geo-targeted emergency alert to every mobile phone within a

5-metre radius of the track intrusion point.

Using India's existing Cell Broadcast Alert (CBA) infrastructure

     — the same NDMA system used for earthquake and cyclone warnings,

requiring NO internet, NO app, NO prior opt-in — the person's

phone SCREAMS at them, in their own language:

     ┌─────────────────────────────────────────────────────────┐

     │  🚨 HINDI:                                              │

     │                                                         │

     │  🚨 ENGLISH:                                            │

│  "STOP. Your children are waiting for you at home.      │

│   Don't make them wait forever. A train is approaching."│

     └─────────────────────────────────────────────────────────┘

The SIM card's registered language preference — already known

to the telecom carrier — determines which language plays first.

All three languages play in sequence. Total audio duration: 8 seconds.

Eight seconds is all it takes to save a life.

This is not science fiction. Cell Broadcast technology is already

operational in India. TRAI has the regulatory framework. What is

needed is a dedicated TIDS trigger channel, authorised jointly

by the Ministry of Railways and MeitY, connected to the carrier

Cell Broadcast Centres via a real-time API.

   — Tier 3: Automatic red signal / emergency brake advisory

     to the approaching loco pilot

   — Tier 4: Geo-tagged RPF alert with camera snapshot of the intruder,

enabling follow-up enforcement and deterrence through social awareness

4. LEVERAGE EXISTING INVESTMENT

Since APCMS infrastructure (power, data backhaul, AI compute, maintenance protocols) is already being installed station by station, the marginal cost of adding a TIDS module is a fraction of a greenfield deployment. The business case is therefore compelling.

5. SCALE TO INDIAN RAILWAYS

Mumbai Metro is the proof-of-concept laboratory. RDSO can standardise the TIDS specification and mandate it as part of every new wayside AI installation across Indian Railways — starting with the highest-fatality suburban corridors in Mumbai, Chennai, Kolkata, and Delhi.

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

PART D — WHY NOW, WHY YOUR DESK

━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

India records the world's highest number of railway trespassing fatalities — consistently above 15,000 deaths per year by conservative estimates. Physical fencing of 68,000 km of track is financially and logistically impossible at any near-term horizon.

You, Respected Minister, sit at the intersection of both portfolios that make TIDS actionable today — Railways AND MeitY. The AI sensor stack is already procured and running. The Cell Broadcast infrastructure is already live. The institutional owner (MMRDA) is already a pioneer. The telecom carriers (Jio, Airtel, BSNL) already operate CBA centres under TRAI mandate.

All that is needed is a nudge — a joint directive from the Ministry of Railways and MeitY to:

(a) Direct RDSO to commission a 90-day technical feasibility study on TIDS as an APCMS extension.

(b) Authorise a dedicated TIDS trigger channel within India's Cell Broadcast Alert infrastructure, co-governed by Railways and MeitY.

(c) Invite TRAI, C-DOT, and IIT-Bombay's Railway Technology Cell to co-develop the multilingual Mobile Scream message library — covering all 22 scheduled languages of India.

(d) Use Mumbai Metro Line 2A/7 as the pilot corridor, where APCMS is already live, and where CR/WR suburban crossings have among the highest trespassing fatality rates in the country.

I have no commercial interest in this proposal. I am a citizen who is tired of reading about preventable deaths on our tracks — deaths that leave real children waiting at home for a parent who will never return.

The technology is here.

The infrastructure is being built.

The telecom pipes already exist.

The only thing missing is the will to point the sensors in the right direction — and to let a phone, in a mother tongue, speak the words that might make a person step back.

With deep respect and hope,

A Prabhu – on – Earth ?

Yesterday , a train accident in UP , caused 23 deaths and 100 + injuries

Such accidents have been happening every alternate year , for decades

But , should these continue to happen with the same regularity , for coming decades ?

And , should these be “ taken for granted “ in a country whose Scientists have sent a Mission on Mars ( MOM ) , at the very first attempt ?

I wonder if Shri Prabhu found time to read my following email :

A  Matter of  Shame  ( 13  March  2017  )

And what about people dying on Mumbai’s local trains network ?

Some 3202 in 2016 ! Of these , 1798 died while crossing the tracks ( 8 per day )

To save these lives , I had suggested :

ATrillion Dollar  Opportunity  ?  ( 03  Sept  2016  )

Now it is possible that the kind of TECHNOLOGICAL  INNOVATION ( - a controlled EMP ), suggested by me , is not possible ( - of course , no one has come forward to say so ! )

But , “ where there is a will , there is a way “ !

On Mumbai’s local train tracks , across the track ,“ Cross Girders “ are positioned every 50 meters , for supporting electric cables carrying the current

What if :

·         CCTV cameras are mounted on these ( facing both directions ) to capture the persons crossing the tracks

·         Also mounted alongside , are EMP generating devices ( cost = approx. Rs 5,000 )

·         CCTV are linked with EMP devices ( - through Internet of Things / IP V 6.0 )

·         The moment a person starts crossing the track , CCTV will capture his motion , determine his precise “ position “ ( using GPS in the Smart Phone in his pocket ) and “ trigger “ the EMP device

·         The EMP device will send a pulse of Electo-Magnetic Waves which will “ fry “ the electronics inside the Smart Phone , killing the phone permanently !

·         That will be the DIGITAL DEATH of that person ! No smart phone , No existence !

Till he buys a new one ( Smart Phone manufacturers , take note to cooperate )

·         He will NEVER cross the tracks again ( - we pray that he survives the first attempt )

·         And , the news of “ Digital Death by EMP “ will spread so fast on Social Media that no one else will want to cross the tracks

·         Prevention is better than cure !

Dear Shri Suresh Prabhu :

Please , do NOT wait to calculate how much will this technological solution will cost

Any way , ask a Start Up to examine :
