Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

Securing our Electoral Integrity with VotesApp / EVBAT

Proposal: Securing our Electoral Integrity with VotesApp / EVBAT

===================================================

Dear Shri Amit Shah-ji,

I am writing to you today with a deep sense of urgency regarding the future of our

electoral process.

While our current Electronic Voting Machine (EVM) system has served us well, the

ongoing discourse—and the inevitable, politically charged allegations of tampering

—indicates that we have reached a point where mere technical assertions of

"tamper-proof" design are no longer sufficient to sustain public trust. We are

currently caught in a cycle of suspicion that consumes vast resources in manual

VVPAT verification, which the Supreme Court has rightly acknowledged is a

logistical bottleneck.

I propose that we shift the paradigm from physical, booth-based voting to a

secure, mobile-first, cryptographic framework: VotesApp / EVBAT (Everyone

Verifiable Blockchain Audit Trail).

Having refined this concept over several years, I believe this is the only path to

achieving 100% electronic auditability. The architecture I envision for a national

roll-out addresses the exact security concerns that have been raised recently

regarding AI and data integrity:

  • Cryptographic, not Physical Security:
  • Instead of relying on hard-wired machines at physical booths, we leverage a
  • permissioned blockchain (like Hyperledger Fabric). Every vote is a transaction
  • that is append-only, immutable, and fully auditable by any party authorized by
  • the Election Commission.

  • Homomorphic Encryption:
  • Our ballots should be encrypted such that they can be tallied without ever
  • decrypting individual preferences. This renders the system immune to the kind
  • of unauthorized "data scraping" or AI-driven leaks that are currently plaguing
  • other digital platforms.

  • Zero-Knowledge Proofs:
  • We can empower every citizen to verify that their vote was counted accurately
  • without revealing how they voted, thereby preserving absolute voter
  • anonymity.

  • Real-Time, Instant Results:
  • By eliminating paper slips and manual counting, we can declare results within
  • minutes of the final vote, completely removing the logistical chaos and
  • potential for "human-in-the-loop" errors or manipulation.

This is not a proposal to "trust AI," but rather a proposal to replace fallible human

processes with mathematical certainty.

The technology to implement this—linking Aadhaar-based biometric verification

with blockchain-ledger security—is already mature. By transitioning to this system,

we can finally move past the #EVMbahana narrative, save the exchequer

thousands of crores in logistics, and set a global gold standard for democratic

integrity.

I have spent years developing these concepts and would welcome the opportunity

to discuss how this transition can be piloted for state-level elections.

Yours sincerely,

Hemen Parekh
