Ayushman Bharat : Think Big






During last Central Budget [ Jan 2018 ] , Shri Jaitley announced Ayushman Bharat ( National Health Scheme – NHS ) to provide healthcare to 10 crore families ( 50 crore individuals ) for Rs 5 lakh / year , each


Yesterday [ 23 Sept 2018 ] , PM Shri Modi launched this scheme officially


Much before these events , I sent following email to our Policy Makers :





Only a few days back , Apple announced launch of itslatest iWatch , which can take a cardiogram ( though , a low level ) of the wearer and transmit it to the mobile phone ( of course an iPhone ! ) lying in the pocket of that wearer .


In turn , that phone will relay that graph / report to the cardiologist of that human patient  ( assuming mobile number of that cardiologist is in his contact list )


Here , we have a first glimpse of what I had envisaged in 3D – Digital Delivery of Drugs

Guess what will happen next ?


Every GP ( General Medical Practitionerneighborhood doctor ) carries a thermometer , a stethoscope and a blood pressure measurement device ( at the minimum )


A few years back , these medical devices were “ analog “


Today , these have become “ digital “


Tomorrow, each will be embedded with sensors / transmitters and be Internet connected ( IoT ) to relay their readings to the Central Health Server of Ayushman Bharat


Government will make it mandatory for the device manufacturers to embed such sensors


And , day after tomorrow , these devices will become nano-size and get printed as electronic tattoos on our skins or become integral parts of our bodies , like contact lenses or stents


   
What is in it for Ayushman Bharat  ?



Consider this :


·         Doctor takes the readings of the patient using these internet connected devices


·         Devices transmit these data to the smart phones of both , the doctor and the patient


·         These phones transmit these data to the Central Health Care Server of Ayushman Bharat and update the LIFE TIME MEDICAL HISTORY of that person


·         This history can be accessed only by the “ Authorised “ health centres / hospitals / nursing homes , which are official partners of the Ayushman Bharat scheme


Imagine all the Medical Devices ( including ECG / EEG / PET Scan ,  located in private clinics / health centers / hospitals / nursing homes / Path labs / Diagnostic centers  etc ), transmitting to a Central Server ,


·         medical diagnosis

·         treatment


·         administered drugs

·         surgical procedures  



for all 50 crore citizens covered by this scheme


And imagine such petabytes of health data being subjected to BIG DATA analysis using AI  !



Ayushman Bharat has the potential to usher this Health-care Revolution


When that happens , expect the AI to do the following :




·         guide your family doctor to prescribe the best-suited medicine for each member of your family

·         recommend some “ preventive “ medicines before a disease manifests itself !


I urge our Policy Makers to ignore the protests of those “ Privacy Advocates “ , who cannot think beyond their very own narrow interests

Why talk of “ donating “ your organs when you are already dead and have no use for those organs anyway ?

Why not “ donate “ some personal health data while you are still alive ?

Ayushman will never reveal your identity to any “ unauthorized “ person

It will only use “ anonymized / aggregated “ data of the citizens for benefit of all

One of the leading semiconductor distribution companies in the country , Ramakrishna Electro Components [ REC ], on Friday launched a Vehicle Tracking System ( VTS ) , that will run on signals from ISRO’s Indian Regional Navigation Satellite System (  NAVIC  )
  

The company’s UTRAQ brand is an initiative by any Indian firm to bring a VTS module in the market which will give Indian customers an alternative to the American GPS and help them access satellite signals from the country’s own navigation system


REC managing director Shivang Luthra said,


" UTRAQ will change the way of conventional tracking.


We are providing customers with various options like L5 ( IRNSS ) band and L1 ( GPS and GNSS ) band


We are anticipating that VTS industry will be changing their product designs as the government in coming years will make use of IRNSS mandatory “



  


Congratulations on your game-changing achievement !


In this context ( of Vehicle Tracking System ) , I urge Shri Nitin Gadkariji to challenge the VTS industry players to come forward and develop devices / platforms , which will accelerate implementation of the following applications , using NaVIC


And then , as each device / solution becomes commercially available , make it mandatory for the VEHICLE MANUFACTURERS to incorporate the same in their vehicles

Please, do not wait for some committee / panel to frame a POLICY  !

Radical Invoicing ? No , just Logical !




Business Line ( 19 Sept ) carries following news :




Highlights :


At the heart of the first proposal is the recognition that the invoice – which validates every sale of goods or of a service – is the main document in any transaction and can capture the value chain and the tax.


The invoice has all the details the taxman needs:

·         the names of the seller and the buyer,
·         the supply date,
·         a description of the goods or service,
·         the value, and
·         the tax.


The Committee has proposed that each invoice bear a ‘distinct invoice number’ (DIN), which will be obtained by the seller, if necessary in bulk, from the GST server, and used serially.


The buyer of the goods or the service must cite the DIN when he, after value addition, raises his own invoice (with its own DIN), to claim a tax credit.


Since both the invoices are uploaded in the GST server, the two can be matched.


For B2C transactions, the proposal is for every citizen to obtain a ‘consumer number’.

After a transaction (say, eating at a restaurant), the consumer can log on to the GST portal and match the DIN (cited in the restaurant bill) with his/her consumer number.

That validates the fact that the consumer paid GST on the transaction; if no GST is remitted against the DIN, the seller (restaurant owner) will be punishable.

In turn, the consumer can be rewarded for his troubles, perhaps in the form of tax concessions.



While welcoming this ( belated ) realization of the need for simplifying the GST process , I urge the “ Committee  on Invoice “ to consider my following suggestions :

By launching ,  Jan Dhan Sarjan Yojana 

 ( People's Wealth Creation Scheme )


As follows :

*   If GST is going to be ( say ) 20 % , Government will transfer from this ,
     2 % ( ie 10 % of that 20 % ) , to the PPF account of the Consumer /
     Buyer , who pays for the Goods / Services purchased , using a RuPay
     Card or a " Mobile Wallet " app


     This will motivate millions of self - employed to open  PPF  accounts !


*   Since interest from a PPF account is tax-free , every citizen would , now
     want to make all payments thru RuPay card or a Mobile Wallet App


*   RuPay cards are already tied up with accounts opened under Jan Dhan
     Yojana


*   Mobile Wallets Apps will also get tied-up with thousands of branches of
     Payment Banks , which will open in next 18 months


     Just imagine the number of new accounts that will get opened in the
     1,55,000 + post offices of India Post  !


*   In this way , Social Security will become " Self Financing " !


*   Currently , in India , some 97 % of all payments are " Cash Payments ".
     With introduction of this proposal , these will drastically decline


*   Any payment made , using RuPay card or a Mobile Wallet App , will make
     available to the Income Tax Department , full digitized record of each

     such transaction , including :


     *  Who  made the payment

     *  To whom was that payment made

     *  When was that payment made

     *  For what purchase , was that payment made

     *  What was the amount paid


*   One , very desirable consequence of  Jan Dhan Sarjan Yojana
     will be that our " Domestic Savings Rate " will climb back to 30 % !

      In turn , this will help us wither global economic crisis , much better  !

Like you ( and of course , Shri Modiji ) , I have a great faith in the ability of Indian software engineers ( local or NRI ) to come up with revolutionary solutions / innovations !


Just ask Sundar Pichai , Sam Pitroda , Satya Nadela , Sachin Katti , Pranav Mistry , Sanjay Sarma , Nandan Nilekani etc , if they will help implement the following :



*  Buyer  buys something worth Rs 100 from a shopkeeper


*  Buyer and the Seller , look into their own mobile-cameras ( of  smart phones
   loaded with M-Rup ) for biometric Aadhar identification / linked to Jan Dhan a/c 


*  Seller speaks in his mobile : " Muze Sau Rupiah dedo "


*  Buyer speaks in his mobile : " Inko Sau Rupiah dedo "



*  Message flashes in the mobile screen of Seller : " Tumhare account-me Sau Rupiah
   Jamah ho gaya / GST bhi kaat ke Sarkar-ko bhej diya "



*  Message flashes in the mobile screen of Buyer : " Tumhare account-se , Sau Rupiah inko
   Bhej Diya . Abhi balance me teen sau sath rupiah bacha hai "




I request all concerned , not to insult our engineers / scientists / geeks , by doubting if such SIMPLIFICATION ( based on day to day spoken language ) is possible
