Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

13.2 crore names deleted by software — the fix is not a rally, it's a receipt

13.2 crore names deleted by software — the fix is not a rally, it's a receipt

Indians are being deleted from the electoral roll by matching software, and the person deleted is usually the last to know. This post stays out of the fight over whether 13.2 crore deletions were malice or housekeeping, and asks a narrower question: if a machine can remove a name, why can the same machine not send a numbered receipt to that voter's phone, with a one-tap way to contest it? I revive my Electronic Audit Trail and VotesApp ideas — pointed at roll integrity this time — and argue for an exportable log of every match decision.

The deletion happens inside a computer, and that is the part neither stage is discussing. Roll deletion is a software event, and software events can be receipted.

On 31 October the INDIA bloc adopted, by show of hands, a resolution listing six charges against Chief Election Commissioner Gyanesh Kumar (The Hindu, 1 November 2026). The numbers in play:

  • 13.2 crore voters, the deletions the resolution attributes to the special intensive revision — The Hindu, 1 November 2026
  • 13.3 crore, Rahul Gandhi's figure — about 15% of the electorate, against a 2024 margin he puts near 3% — The Tribune
  • 20 to 25 homes a week, for about a month, that each Booth Level Officer must visit to trace wrongly deleted electors and file Form 6 — ECI letter 23/2025/ERS(Vol-II), 1 October 2026, reported by The KBS Chronicle on 3 October 2026

That last number is the confession. Nobody sends a BLO to 25 doors a week to find people he did not lose. The Commission's own circular concedes, in under-secretary prose, that lakhs of eligible electors must be hunted down and re-registered.

At the same event, RTI activist Anjali Bharadwaj said the Commission had answered an application for the files recording the SIR decision by saying no such file existed (The Hindu, 1 November 2026). That is not malice; it is a missing audit log. An institution that cannot produce the file has already lost the argument.

So, Chief Election Commissioner, a specification instead of a charge sheet:

  1. A receipt on deletion. The moment a name goes, a numbered SMS to the registered mobile, with the reason code and the field that failed to match.
  2. One tap to contest, returning an acknowledgement number and a dated hearing through the Form 6 machinery that already exists.
  3. A roll audit trail: every match decision — kept, deleted, and why — in a tamper-evident, machine-readable log, exportable on demand. In May 2026 I proposed an Electronic Audit Trail for the vote; this is the same idea one step upstream.
  4. A public counter by district: deletions, contests, restorations. Aggregates, never individuals.

When I wrote about VotesApp in March 2026, the object was to let a voter verify her vote. Today's object is smaller and more urgent: to let her verify that she still exists.

The right to be deleted wrongly is the one right with no appeal window — no notice, no reason, no forum, and by the time she learns of it an election has passed. A courier hands me a tracking number for a ₹300 parcel.

I have no stake in the verdict the rally wants. West Bengal's BJP president wants a second SIR round to catch what the first missed (IANS, 31 October 2026); the Opposition wants the exercise scrapped. Both argue outcomes. A receipt, a log and a contest button argue process, and process is the only thing that outlives a change of government.

It cannot be built nationwide before the next state round. It can be built in one district, in one month, and published.
