A Central team has praised Andhra Pradesh's Mana Mitra WhatsApp channel and wants every state to copy it. It is close to a grievance design I proposed in 2012, and I am glad it works. But the Cyclone Arnab scorecard shows the gap has moved: early warning is solved, income recovery is not. I suggest adding the missing third leg — Cyclone Income Insurance, ₹400 a year, ₹600 a day when IMD wind speeds cross 89 km/h — starting with the foothill families Odisha is moving out today.
The sentence I have waited years to read appeared in the Deccan Chronicle on 1 November 2026. A seven-member Central team led by Union home ministry joint secretary Chitranjan Das reviewed Cyclone Arnab at Andhra Pradesh's Real Time Governance Society and said the state's Mana Mitra WhatsApp channel was accessible even to people who could not read or write. It will recommend the model to other states.
I first wrote that design down on 29 December 2012, in a post called I SIN >< U SIN: a citizen picks his department from a list of fifty and speaks or types his complaint; minutes later an SMS names the officer responsible, his landline, the complaint number and the expected date of solving. When Delhi announced its Delhi Mitra app in August 2025, I put the two designs side by side. I claim no patent. Mana Mitra's designers solved the part I only described: they used the app already open on the phone.
The scorecard the state presented to the team is real, not a press release. From the Deccan Chronicle of 1 November 2026:
| Measure | Figure |
|---|---|
| Warning issued ahead of landfall | 6 days |
| Mobile users alerted | 7.23 crore |
| Control rooms / nodal officers | 3,455 / 3,918 |
| Shelters / people shifted | 2,199 in 20 districts / 34,716 |
| Pregnant women pre-shifted / ambulances ready | 3,012 / 1,355 |
| Mana Mitra grievances resolved | over 95% |
Now the same weekend, from other reports:
- About 700 people still marooned in Ganjam, with 56,051 in 367 shelters, a week in which 13 landslides hit Gajapati (The CSR Journal, 1 November 2026; OMMCOM News, 31 October 2026).
- Twelve missing under the Gidipabali landslide near G. Udayagiri, where a Navy Seismic Life Detection Unit had to be brought in by road (Lokmat Times, 1 November 2026).
- ₹4,764 crore of damage across 12 districts, and the crops of 4.63 lakh farmers over 3.52 lakh hectares (Deccan Chronicle, 1 November 2026).
So the gap has moved. Early warning is now, for practical purposes, solved in India. Income recovery is not. ₹10,000 for a partly damaged house and ₹25,000 for a shop (News on Air, 28 October 2026) is relief, not recovery; it does not replace the harvest a Konaseema farmer will not sell next month. In Let SEWA be the Benchmark (11 May 2025) I set out the missing leg:
Payout of INR 600 per day when wind speeds exceed 89 km/h, as reported by IMD ... Maximum payout of INR 4,800 per cyclone season ... Disbursed within 3 days using meteorological data.
₹400 a year per informal worker, in Odisha, West Bengal and Gujarat — and now, plainly, Andhra Pradesh. No claim form, no assessor, no queue. The IMD reading is the trigger, and the money should land before the next storm does.
This is not a thought experiment. Odisha begins moving foothill families out from Sunday, with police asked to guard their empty houses (OMMCOM News, 31 October 2026); IMD expects a severe cyclonic storm, Murasu, near Nellore on 3 November (The Indian Express, 1 November 2026). Who pays the wage of the man who leaves his field for a week?
Shri Das, recommend Mana Mitra to every state by all means. Then recommend the second half as well.
With regards,
Hemen Parekh
