Skewed norms act as roadblock for FAME 2 scheme : EV body   /  Business Line – 07 Jan

Ø  “We urge the government to come up with corrective measures that will help the industry achieve the envisaged target of 10 lakh E2Ws,” said Sohinder Gill, Director General, SMEV [sohinder@gmail.com ] 

Ø  “The FAME 2 scheme had some good points and laudable objectives but came with so many strings attached — most of them introduced prematurely or unnecessarily — that led to the achievement of only 4 per cent of the stated targets. The scheme could not attract customers to shift from the polluting petrol bikes to E2Ws, mainly because the preconditions and qualification criteria of FAME 2 made the bikes unaffordable to the mass market customer despite the subsidy,” Gill said.

Ø  To match the criteria of speed and range under FAME 2, the vehicle cost is going up, which is beyond the common man’s budget, he said.

Dear Shri Gadkariji,


I urge you to transform FAME to NEAP ( New Electric Automotive Policy ) . When NEAP gets implemented, there will be a dramatic drop in the selling prices of Electric Vehicles as shown in following table.


Our entire strategy should be to enable the manufacturers to reduce their costs, so much that the EV start selling for less than the prices of comparable Petrol / Diesel vehicles !


When that happens, there will be no need to offer any subsidy !

Almost 2 years ago, in my following blog ( sent as e mail to Cabinet Ministers / MPs / NITI Aayog etc ), I had listed what was WRONG with FAME 2 , - and how it should be modified to enable us to reach EV targets :


Ø  FAME II > FAME III > FAME IV…………… [ 05 Mar 2019 ]

 

Extract :

 

 What , if any , is the shortcoming of just announced FAME  II  ?

 

 

#     It focuses solely on “ Incentivizing the Buyers “ through subsidies

 

 

#    There are no “ Incentives “ for the vehicle manufacturers to ramp up

       production or commercialize “ cost reducing “ technologies, especially in

       the matter of Lithium-ion batteries which constitute up to 40 % of EV

       ex- factory price

 

 

       

 

#    There are no “ dis-incentives “ for manufacture / sale / purchase of Petrol – 

      Diesel vehicles

 

 

#    Linking the subsidy amounts with battery size is not the right method . In

      fact a vehicle with a smaller size battery, but giving same performance (

      speed – range – charging time etc ) as a vehicle with a bigger  battery,

      should be rewarded with higher subsidy !

      

         

       

      Efficient use of input resources must be encouraged

 

 

 

#    There is no directive with regard to scrapping of old ( more than 10 years )

      petrol / diesel vehicles 

 

    What would you recommend next ?

One Nation, One RERA ? Thanks Shri Puriji,

Govt keen on building Central Database on Real Estate Activity  /  Eco Times – 06 Jan

Extract :

Ø  Let's have a central database, (for) which we have all the constituent segments, the states will let have all the stakeholders also have access to the database, because the maximum transparency that you can introduce, you will find that the sector will begin to benefit from that free flow of information,” Puri said at a virtual event.

Thank you for this announcement. You are absolutely right when you point out the benefits of such a COMMON CENTRAL DATABASE , to all stake-holders


In this context, I urge you to consider my detailed suggestion ( on how to go about constructing such central database ) in the following e-mail ( although some have been partially implemented in varying degrees, in the RERA portals of individual States ) :


SELF CERTIFICATION FOR BUILDERS ? ………………………[ 04 Nov 2015 ]

 

A very partial Extract :

 

Ø   All builders / developers must register on Municipal Web sites and obtain

       unique BUILDER REGISTRATION NUMBER

 

Ø   Builders must fill in online, on web site of concerned Municipality, a form :

 

       BUILDING PERMIT APPLICATION

 

Ø   Building Permit Application Form will have a STANDARD FORMAT , into

 

       which applicant will need to submit exhaustive details re the project

 

Ø  The Form will have a section called

 

      SELF CERTIFICATION / DECLARATION

 

     Builder would be required to tick YES / NO against each item as shown :

 

    Does your proposed Building / Structure / Project , satisfy the criteria /

    notifications / regulations , issued by the concerned Ministries in respect of ( a drop list ) :

 

 

 

Ø  UNDERTAKING :

 

 

 I declare that I have read each and every notification / regulation, listed in respect of items mentioned

 above

 

I further declare that I explicitly agree to abide by these regulations

 

I am aware that Occupation Certificate will not be granted if my completed project is found to be in violation of any of these notifications / regulations

 

I will not allow any person / entity to occupy any part of this premises, until and unless, Municipality issues to me, the Occupation Certificate

 

If Municipality finds any violations, I agree to rectify the same before applying for a fresh Occupation Certificate

 

If Municipality is not in a position to issue Occupation Certificate due to any violations which simply cannot be rectified, then I will demolish the said building / project / structure  on my own and before such demolition , refund with interest, payments collected from the buyers

 

 

The plot of land is free from any encumbrances / litigations

 

I am not in default of any loans taken from any bank / individuals

 

I will not accept any payment in cash, nor make cash payments

 

I absolve the Municipal Corporation of any liability arising out of non-completion of my project 

 

I agree that my Building Permit Application and my Registration Application details, be made accessible to public on your web site, along with full details of my past / current projects and full details of my balance sheet / bank borrowings" 

 

 

Ø  GRANT OF APPROVALS BY MINISTRIES :

 

 

As soon as the builder submits the online BUILDING PERMIT APPLICATION, it automatically and instantly, appears on the web sites of ALL the concerned Ministries

 

The concerned officer of each Ministry, makes APPROVED / REJECTED entries in the application form, from the backend

 

If rejected, he will provide the reasons

 

Ministry officers are required to carry out this entry, within 24 hours

 

Ø  As soon as an officer of any Ministry makes entry and SUBMITS, the application forms on web sites of ALL Ministries and web site of the concerned Municipality, get updated simultaneously and instantly , making for MIRROR IMAGES at all times

 

Ø  As soon as any entry is made, a copy gets emailed to the applicant builder

 

Ø  Any " editing " of the application form by the builder, will start the entire process , all over

 

Ø  Applicant builder will be obliged to display the latest emailed form at the site

 

Ø  The database so created on web sites of ALL Ministries - and concerned Municipality - will be searchable State-wise / City-wise

Reading this, I felt elated that this mobile app ( for Self Registration ), closely resembles my suggested app ( VacReg ), as outlined in detail in my following earlier blog / email :

Despite trying for one hour, this ( very first ) screen , would not accept my data ( same “ invalid password / username “ message keeps flashing ) and let me proceed to the next page !


I wish I knew how to take / attach a screen-shot of this page


So I clicked on link “ Contact “ – which presented a BLANK PAGE  !
