Liberating Solar’s Small Players

Synopsis: Small rooftop-solar businesses are currently bogged down by bureaucratic red tape and onerous financial requirements that stifle growth. We must shift to a streamlined, utility-led model that removes the initial legwork, empowering these enterprises to focus on installation and quality instead of paperwork.

For years, I have argued that our path to true energy independence lies in the rapid, mass adoption of rooftop solar. Yet, the reality remains a paradox of plenty—we have the sun and the roofs, but we are missing the seamless execution required to bridge them. As I have reflected in my previous writings, such as Unleashing, Electrifying, Roof Top Solar Power, the primary barrier to entry for small solar businesses and homeowners alike is not technology, but friction.

The Burden of Bureaucracy

Currently, the small, independent vendor is forced to navigate a minefield of local permissions, complex subsidy procedures, and tedious financial guarantees. These small players, who are the backbone of last-mile implementation, spend more time chasing paperwork than installing panels. When we force these entrepreneurs to bear the weight of institutional inefficiencies, we are effectively slowing down the entire energy transition.

A New Path Forward

I have long advocated for a shift in approach:

• Utility-Led Models: Instead of leaving the consumer and the small business to navigate the system, DISCOMs (Distribution Companies) should leverage their existing data to proactively target customers and streamline approvals.
• Removing Administrative Barriers: We must dispense with the requirement for complex feasibility reports and tedious registration processes. If a utility already has the consumption data, they should be the facilitators, not the gatekeepers.
• Empowering the Ecosystem: By reducing the initial legwork, we enable small firms to compete on service, quality, and technical expertise rather than their ability to maneuver through government offices.

Continuity of Vision

My recent thoughts on integrating a utility-led approach to PM Surya Ghar are a continuation of this philosophy. We must transform the sustainable choice into the easiest choice. When we remove the friction, we don't just help businesses; we accelerate our national solar goals.
