Air Power On Display

Air Power On Display

Air Power On Display

I watched today’s events in Dibrugarh with a mix of pride and a clear-headed sense of what the moment signifies for India’s preparedness. The newly built Emergency Landing Facility (ELF) on Moran Bypass — a reinforced stretch designed to act as an alternate runway in times of need — was the stage for a carefully choreographed demonstration of the Indian Air Force’s reach and versatility. The nation’s Prime Minister landed at the facility and then witnessed an IAF aerial display that included fighters, transport aircraft and helicopters — an unmistakable signal about the dual-use value of modern infrastructure Times of India Economic Times.

What I saw and why it matters

The ELF at Moran Bypass was conceived as a 4.2 km reinforced stretch capable of handling a range of fixed- and rotary-wing aircraft during contingencies. During the event, transport planes and fighters demonstrated safe landing and take-off profiles from the facility while helicopters showcased rapid ingress/egress and casualty-evacuation drills. Reports at the time described the visit and the demonstrations in live coverage and briefings ANI / DD / News18 — the facts here are drawn from those contemporaneous reports.

Here’s why this is significant:

  • Regional infrastructure uplift: A dual-use runway opens possibilities for better logistics, faster movement in crises and local economic benefits during peacetime.
  • Strategic depth: Forward-capable landing sites improve operational flexibility for air assets across the Northeast — a region where geography makes resilience especially valuable.
  • Humanitarian response: The same facility that receives a transport aircraft in a security contingency can be a lifesaver after floods, earthquakes or other disasters.

Strategic and humanitarian implications

Dual-use infrastructure like the ELF blurs the line between civilian development and strategic preparedness — deliberately and usefully. In strategic terms, having alternate runways close to potential points of interest reduces single-point failure risk and shortens time-to-action for both airlift and combat aircraft. In humanitarian terms, rapid airbridge capability means first responders, medical evac teams, and relief supplies can arrive sooner when road links are damaged.

Importantly, these are enabling capabilities: they do not replace the need for well-maintained bases, trained crews, logistics chains, and air traffic-management procedures — they complement them.

Public reaction and local scene

Thousands of residents came to watch the aerial display and to witness the Prime Minister’s landing. The mood was celebratory — a mixture of local pride and curiosity about what the facility might mean for jobs and connectivity. Observers at the edge of the demonstration area applauded the precision of the fly-pasts and exchanged practical questions about how the facility might be used in peacetime.

An illustrative local comment (attributed as illustrative, not a verbatim quote) captured the sentiment: “This looks like an achievement for our state; it shows that national infrastructure can reach us.” Similarly, an illustrative remark from a senior IAF official (again, illustrative) framed the day as a demonstration of readiness and partnership between civil and defense agencies.

Safety, preparedness and civil assurances

One constant responsibility with such facilities is safety. That means:

  • Robust maintenance regimes for the hard surface and lighting systems.
  • Clear protocols for switching a public road or highway stretch to aviation use (and back) without endangering civilians.
  • Dedicated ground-support and emergency-response teams at short notice.

From the publicly reported details, authorities planned the event with integrated traffic management, medical teams on standby, and strict airspace control for the display. These are the kinds of measures that must become routine if multifunctional strips are to be practical beyond ceremonial demonstrations.

Quotes (illustrative)

  • “This facility strengthens both our disaster-response options and our ability to move forces quickly when needed,” said an illustrative senior IAF spokesperson during briefings.
  • “For the people here, the ELF is as much about development as it is about security,” an illustrative local official commented during the event.

Both lines are presented as representative impressions drawn from the public briefings and the on-the-ground mood; they are illustrative rather than direct transcriptions.

Visual and photography suggestions

If you are preparing images or a feature gallery from the event, consider these framed compositions:

  • Wide-angle shot of the ELF with a transport aircraft taxiing and local landscape in the frame (shows scale).
  • Low-angle silhouette of a fighter in afterburner against a dramatic sky (emphasizes power and speed).
  • Aerial or elevated shot showing the road-runway conversion and event crowd (contextualizes dual use).
  • Close-up of rescue/medical teams loading a mock casualty into a helicopter (humanitarian angle).
  • Detail shots of runway surface, lighting fixtures, signage and protective barriers (infrastructure focus).

Caption each image with the context — what the aircraft is doing, safety steps in place, and the dual-use purpose of the facility.

Linking this to earlier thinking

I’ve written before about the importance of integrated transport and logistics planning — how infrastructure can be designed with multiple use-cases in mind, and how local uplift and national resilience are often two sides of the same coin Transport: an Integrated Logistic Plan?. Today’s demonstration at Dibrugarh is a practical example of that philosophy: building for everyday needs while preparing for the extraordinary.

A forward-looking perspective

Today’s ELF demonstration was both signal and rehearsal. The real test will be institutionalizing the practices that make such facilities safe and useful long-term: scheduled drills, community engagement, routine maintenance budgets, and transparent civil-military procedures. If those follow, the Northeast — and India as a whole — will have added a resilient layer to its transport and disaster-response architecture.

In the months and years ahead I’ll be watching how this facility is integrated into regional logistics, what operational lessons the IAF and civil authorities publish, and how local communities derive continuous benefit beyond a single high-profile day. For me, the most heartening takeaway is straightforward: modern infrastructure, planned well, can amplify both security and humanitarian good.

Hemen Parekh
