UNMAT : Make India the Vishwa-Guru


Respected Shri Ashwini Vaishnawji,


Pranam.


I am Hemen Parekh, 93 years of age, writing to you from Mumbai. 


I have spent the better part of a decade attempting to place a single idea before

 the world's greatest technology leaders — Sundar Pichai of Google, Satya

 Nadella of Microsoft, Bill Gates, and Elon Musk among them — across more 

than 20 letters and emails.

 None acted upon it.


I write to you today not in disappointment, but in vindication — because science

 has just proven that the idea was right all along. 

And because I believe India,  under your stewardship, is the one nation capable of

turning this vision into  civilisational reality.

 

The idea has two chapters, ten years apart.

CHAPTER ONE : ARIHANT ( October 2016 )

━━━━━━━━━━━━━━━━━━━━━━

Inspired by Microsoft's then-breakthrough in speech recognition, I conceptualised

ARIHANT — named after the Jain ideal of the conqueror of inner vices — as a

smartphone-embedded AI system that would continuously listen to human speech,

transmit it to a central database called MIND READER OF HUMAN INTENTIONS,

and use Big Data analytics to detect and prevent harmful intent before it could

translate into harmful action.


ARIHANT was, in essence, a proposal to use AI as humanity's moral sentinel — not

to punish after the fact, but to intervene before harm occurred, while rigorously

protecting the innocent. I envisioned it working through the very IoE ( Internet of

Everything ) network that was then just emerging.

I then sent it to technology leaders across the world. The world did not act. But

the world did not stand still either.


In the years that followed, speech recognition matured exactly as I predicted. AI

language models arrived. Neural interfaces moved from science fiction to clinical

trials. And on 10 March 2026 — a decade after ARIHANT — the University College

London published a study that changed everything.

THE UCL BREAKTHROUGH : 10 MARCH 2026

On the very same day that I conceived UNMAT, researchers at University College

London announced they had successfully reconstructed 10-second video clips of

what mice had watched — using nothing but recorded brain activity. 

Not fMRI approximations, but single-cell neural recordings of unprecedented

precision


A dynamic neural encoding model mapped individual neuron responses to specific

visual frames, growing more accurate as more neurons were tracked.


The researchers made an observation of profound philosophical importance:

 

- the brain is not a faithful camera. It skews, warps, and edits what it perceives.

 These deviations are not errors — they are the very signature of individual

 consciousness, the cognitive fingerprint that makes each human mind

 irreplaceable.

This was the scientific starting gun. ARIHANT had imagined decoding spoken

 words. 

UCL has now demonstrated decoding of visual thought itself.

 

The gap between these two points is not a chasm — it is a roadmap. 


And it leads directly to UNMAT.

CHAPTER TWO : UNMAT ( 10 March 2026 )

━━━━━━━━━━━━━━━━━━━━━━


UNMAT — Unified Natural Messaging App for Telepathy — is the natural

 evolution of ARIHANT.

 Where ARIHANT listened to spoken words, UNMAT reads thought  directly.

 Where ARIHANT sought to prevent harm, UNMAT seeks to dissolve the

 very barriers that generate misunderstanding between humans.


At its core, UNMAT envisions:


• A BBI (Brain-to-Brain Interface) — non-implantable wearable hardware, issued

  as a national utility

• A CO-THINKER AI layer — a personal AI agent that learns each person's unique

  cognitive fingerprint, understands intent, and manages communication on their

  behalf

End-to-end Quantum Encryption — guaranteeing absolute, inviolable privacy of

  every thought transmitted

Universal Access — no registrations, no passwords, no apps, no devices. Just

   thought.


The UCL finding is architecturally critical here. UNMAT's CO-THINKER must not

merely decode raw neural signals — it must honour each person's cognitive

 individuality, their unique way of interpreting and colouring the world.

UNMAT must transmit not just the thought, but the texture of the thinker — which

is the very essence of human communication.

 

 

The phased roadmap is realistic:


→ By 2030: CO-THINKER as software layer riding existing infrastructure

→ By 2040: Dedicated BBI wearable hardware; smartphones become optional

→ By 2050: Full non-invasive Brain-to-Brain communication — pure telepathy

WHY INDIA MUST LEAD THIS — AND WHY NOW

Dear Shri Vaishnawji ,


I spent 10 years writing to Sundar Pichai, Satya Nadella, Bill Gates, and Elon

 Musk. None responded with action. The world's richest technology companies,

 sitting atop the very infrastructure that ARIHANT and UNMAT would one day

 replace, had little incentive to disrupt themselves.


India has no such conflict of interest. India has every incentive.


Today, 1.4 billion Indians use communication platforms built entirely by American

 companies — WhatsApp (Meta), Gmail (Google), FaceTime (Apple). India

 generates vast data wealth and exercises zero sovereignty over the infrastructure

 carrying it.


If India now designs and governs the foundational open protocol — UNMAT-P, as

 HTTP was to the Web — India becomes the sovereign architect of 21st century

 communication, not its tenant.


The strategic conditions are uniquely aligned today:


1. Neural decoding science has just crossed a historic threshold (UCL, March 2026)

2. India has the world's largest unified digital identity infrastructure (Aadhaar) —

   the natural foundation for BBI identity

3. India AI Mission has seeded precisely the institutional capacity this requires

4. No nation has yet staked a claim to this territory

5. India's philosophy of Vasudhaiva Kutumbakam — the world is one family —

   gives UNMAT a moral authority no Silicon Valley company can ever replicate


This is not merely a technology project. It is India's bid for Vishwa-Guru status in

 the most consequential domain of the 21st century: how human minds connect

 with one another.

MY HUMBLE REQUEST

I request that MeitY consider establishing an UNMAT Research Consortium as a

flagship project under India AI Mission, bringing together:


• IIT Bombay / Delhi / Madras — Neural interface and signal decoding

• AIIMS New Delhi — Neuroscience, cognitive safety, and ethics

• ISRO — Satellite mesh for universal rural coverage

• C-DAC — Open protocol development and India's sovereign stack

• TIFR / IISc — Foundational AI for the CO-THINKER layer


The initial investment for a 1,000-person adult volunteer pilot and protocol

 definition is modest. 


The civilisational return is without precedent in the history of  Indian technology.

ON GOVERNANCE AND TRUST

━━━━━━━━━━━━━━━━━━━━━━


A system that touches the most private space a human possesses — their own

 mind — must be governed with constitutional seriousness. I propose that privacy

 architecture be enshrined in legislation before any hardware deployment begins.

 Government access to the content layer must be constitutionally prohibited; only

 anonymised metadata permissible, under independent judicial oversight.


This commitment, made publicly and upfront, is what will make the world trust

 India's UNMAT over any alternative that emerges. It transforms a technology

 mission into a civilisational covenant.

" There is just no time to look back. " 


I write to you now, 13 years later, not looking back — but forward. 


The UCL paper of 10 March 2026 did not just validate a decade of letters that went

 unanswered. It fired the starting gun for a race that India is uniquely positioned

 to win.


When a farmer in Vidarbha can share a thought as effortlessly with a scientist in

 Silicon Valley as with a neighbour across the field — when language, literacy,

 and poverty are no longer barriers to the meeting of human minds -

 - India will have given humanity its greatest gift since the invention of zero.
