Respected
Shri Amit Shahji,
I write to you with a deep sense of pride and quiet satisfaction upon learning of
your historic soft-launch of digital tools and mascots for Census 2027 — a
landmark
step towards India's first fully digital population enumeration.
I am gratified to note that several of the tools and approaches now being
implemented align closely with suggestions I had been advocating for over the
past 7–8 years.
By way of documentation, I present below a comparison of my
earlier published suggestions versus what has now been officially launched:
━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━
MY EARLIER
SUGGESTION (with Source) → WHAT GOT LAUNCHED
━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━
1. MOBILE
APP-BASED DATA COLLECTION BY ENUMERATORS
Suggested: April 2019
Source: "Census 2021: Unprecedented
Opportunity"
https://myblogepage.blogspot.com/2019/04/census-2021-unprecedented-opportunity.html
→ LAUNCHED: HLO (House Listing Operations) Mobile App — a secure,
offline-capable app for enumerators,
available on Android & iOS
in 16 regional languages, developed by
C-DAC.
------------------------------------------------------------------------------------
2. CITIZEN
SELF-ENUMERATION VIA ONLINE PORTAL
Suggested: October 2023
Source: "Thank You Shri Amitbhai
Shah"
https://myblogepage.blogspot.com/2023/10/thank-you-shri-amitbhai-shah.html
→ LAUNCHED: Self-Enumeration (SE) Portal —
citizens can now submit
household data online prior to field
operations. A unique SE-ID
is generated for enumerator verification.
FIRST TIME EVER in
India's census history!
--------------------------------------------------------------------------------------
3. DIGITAL
CENSUS FOR BETTER GOVERNANCE & SERVICE DELIVERY
Suggested: April 2019 (and noted with satisfaction
when you yourself
announced it in September 2019)
Source: "Digital census will improve
services, reduce documents, says Amit Shah"
https://myblogepage.blogspot.com/2019/09/digital-census-will-improve-services.html
→ LAUNCHED: Census 2027 is India's FIRST
fully paperless, digital
census — eliminating paper forms and
clipboards entirely.
--------------------------------------------------------------------------------------
4.
CENTRALISED, STANDARDISED DIGITAL FRAMEWORK (avoiding fragmented
state-level databases)
Suggested: Multiple posts, including
"NITI Aayog, Please Spare Us
This Nightmare" and "Not an Easy
Task"
https://myblogepage.blogspot.com (see
respective posts)
→ LAUNCHED: Census Management and Monitoring
System (CMMS) Portal —
a centralised web-based platform with
real-time dashboards at
sub-district, district and state levels,
ensuring one unified
national framework.
---------------------------------------------------------------------------------------
5.
SATELLITE IMAGERY / GIS-BASED GEOGRAPHIC MAPPING
Advocated as part of digital-first,
technology-driven census approach
Source: "Census 2027: Digital
Leap"
https://myblogepage.blogspot.com/2025/10/census-2027-digital-leap-and-nuance-of.html
→ LAUNCHED: Houselisting Block Creator
(HLBC) Web App — creates
houselisting blocks using satellite
imagery for standardised
geographic coverage across the country.
------------------------------------------------------------------------------------------
6.
MULTILINGUAL, USER-FRIENDLY CENSUS INTERFACE FOR EVERY CITIZEN
Suggested: October 2024
Source: "1700 Castes to be listed in
Census Form?"
https://myblogepage.blogspot.com/2024/10/1700-castes-to-be-listed-in-census-form.html
→ LAUNCHED: The HLO App and SE Portal both
support 16 regional
languages, ensuring accessibility at the
last mile.
--------------------------------------------------------------------------------------
7.
RELATABLE OUTREACH TO BUILD PUBLIC PARTICIPATION
Suggested: July 2019 — the need for citizen
engagement and
'of the people, by the people, for the
people' approach
Source: "Mantra for Government"
https://myblogepage.blogspot.com/2019/07/mantra-for-government.html
→ LAUNCHED: Mascots 'Pragati' (female) and
'Vikas' (male) unveiled
for nationwide citizen awareness and
engagement campaigns.

I do not claim exclusive credit for these ideas.
A transformation of this scale is the product of immense vision, political will, and
the tireless efforts of the Ministry of Home Affairs, the Office of the Registrar
General of India, and C-DAC.
However, I take quiet satisfaction in knowing that voices from civil society —
however modest — may have contributed a small ripple to this ocean of change.
I would also humbly flag, as I have in earlier writings
( "Pandora's Box", September 2021 —
https://myblogepage.blogspot.com/2021/09/pandoras-box.html, .........and
"Unpacking the Caste Census", July 2025 —
https://myblogepage.blogspot.com/2025/07/unpacking-caste-census.html ),
that the caste enumeration component will require especially careful,
standardised implementation to avoid fragmented or non-aggregatable data
across states.
I congratulate you, the Hon'ble Prime Minister Shri Narendra Modiji, and the entire
Census 2027 team for this remarkable milestone. India's Census 2027 has the
potential to set a global benchmark for large-scale digital enumeration.
With warm regards
